Administration of the International Student Scholarship of SWOU（Tentative）
為提高我校生源質量，鼓勵在校國際學生勤奮學習、刻苦鉆研，規范各類獎學金管理，特制定本辦法。
To improve the quality of our students, encourage our international students to study hard and explore profound knowledge, standardize the management of different scholarship, we hereby establish the Administration Rules for International Student Scholarship of Southwest Petroleum University(hereinafter referred to as SWPU).
第一章 總 則
Chapter One General Principles
第一條 國際學生獎學金本著“公開、公平、公正”的 原則進行評審。
Article 1 Review of the International Student Scholarship relies on the principle of“openness, justice and fairness”.
第二條 本辦法所稱國際學生是指正在申請就讀我校或已在我校學習的國際學生，包括博士研究生、碩士研究生、本科生和短期進修生（以下簡稱進修生）。
Article 2 The international students of this Administration refer to the international students who are applying for studying in SWPU or have been studying at SWPU, including doctoral students, master students, undergraduates and short-term students.
第二章 獎學金類別
Chapter Two Category of Scholarship
第三條 西南石油大學國際學生獎學金包括政府類獎學金和校內獎學金。
Article 3 The International Student Scholarship of SWPU includes government scholarships and university scholarships.
（一）政府類獎學金包括：四川省外國留學生政府獎學金、成都市國際友誠獎學金、成都市“一帶一路”留學生政府獎學金；
（Ⅰ）Government scholarships include: Sichuan Provincial Government Scholarship for International Students, Chengdu Sister City Government Scholarship for International Students, and Chengdu“Belt and Road”Government Scholarship for International Students;
（二）校內獎學金：“留學SWPU”國際學生獎學金。
（Ⅱ）University scholarship is:Study in SWPUScholarship.
第四條 四川省外國留學生政府獎學金獎勵標準為：博士獎學金每人每年3萬元，期限不超過3學年；碩士獎學金每人每年2.5萬元，期限不超過3學年；本科獎學金每人每年2萬元，期限不超過4學年；進修生獎學金每人每年1萬元，期限不超過1學年。
Article 4 The Reward standard ofSichuan Provincial Government Scholarship for International Students is as follows: 30,000 RMB per year for doctoral student with 3 academic years at most; 25,000 RMB per year for postgraduate student with 3 academic years at most; 20,000 RMB per year for undergraduate student with 4 academic years at most; 10,000 RMB per year for short-term student with 1 academic years at most.
第五條 成都市國際友好城市留學生政府獎學金和成都市“一帶一路”留學生政府獎學金獎勵標準為：博士生3萬元/學年，期限不超過3學年；碩士生2.5萬元/學年，期限不超過3學年；本科生2萬元/學年，期限不超過4學年;進修生0.1萬元/人/月，累計最高不超過1萬元。
Article 5 The Reward standard ofChengdu Sister City Government Scholarship and Chengdu Belt and Road Scholarship for international students is as follows: 30,000 RMB per year for doctoral student with 3 academic years at most; 25,000 RMB per year for postgraduate student with 3 academic years at most; 20,000 RMB per year for undergraduate student with 4 academic years at most;1000 RMB per month for short-term student with total amount of 10,000 RMB at most.
第六條“留學SWPU”國際學生獎學金獎勵標準如下：
博士研究生獎學金獎勵標準及期限：3年修業年限。在規定修業年限內免學費，每學年發放3000元。
碩士研究生獎學金獎勵標準及期限：3年修業年限。在規定修業年限內免學費，每學年發放2000元。
本科生獎學金獎學金獎勵標準及期限：4年修業年限。在規定修業年限內免學費。
Article 6The Reward standards ofStudy in SWPUScholarship are as follows：doctoral students: free tuition and 3000 RMB scholarship within the specified length of schooling of 3 academic years;
Postgraduates:free tuition and 2000 RMB scholarship within the specified length of schooling of 3 academic years;
Undergraduates:free tuition within the specified length of schooling of 4 academic years;
第七條已獲得政府類獎學金的學生不得再申請其他政府類獎學金。
Article 7Students who have obtained government scholarships are not allowed to apply for other government scholarships.
第三章 申請條件與方式
Chapter Three Application Condition of Scholarship
第八條 獎學金申請條件：
Article 8 Application Condition of Scholarship:
（一）申請政府類獎學金須達到相應獎學金管理辦法中的申請條件；
(Ⅰ) Applicants for government scholarships must meet the application conditions in the corresponding scholarship management rules;
（二）知華愛華，具有優良的道德品質和行為習慣;
(Ⅱ) be friendly to China, with good moral character and habits and behaviors;
（三）遵守中國政府的法律、法規和西南石油大學的校紀、校規；
(Ⅲ) Observe the laws and regulations of the Chinese government, as well as the disciplines and rules of SWPU;
(四）申請就讀我校的學生，學業成績良好，復核申請學校的入學條件；
（Ⅳ）for students who apply for SWPU,they have good academic performance and meet the admission conditions of SWPU;
(五）在校學習申請者，學習態度端正，在校表現及學業成績良好，積極參加各類活動。
(Ⅴ) for students on campus, they have a good attitude towards study with good performance and academic result, and actively participate in various activities in campus.
第九條 凡屬下列情況之一者，不能參加國際學生獎學金評選：
Article 9 Any students who are under any of the following conditions shall not apply the International Student Scholarship：
（一）因違反中國法律、法規受到刑事拘留、治安處罰或行政處罰者；
(Ⅰ) Have criminal detention, security punishment or administrative penalty due to violation of the laws and regulations of China;
（二）因違反西南石油大學校紀、校規受到學校紀律處分者；
(Ⅱ) Have disciplinary punishment by the university due to violation of the disciplines and rules of Southwest Petroleum University;
（三）在培養方案規定的課程考核中不及格者；
(Ⅲ) Fail in the course examination required in the teaching plan;
（四）拖欠學雜費者；
(Ⅳ) Delay and arrearage in paying the tuition and other fees;
（五）在申報獎學金時，有各種類型的弄虛作假行為者。
(Ⅴ) Have falsifications in applying the scholarship.
(六）學校認定的其他情形。
（Ⅵ）Other circumstances recognized by SWPU.
第四章 評審和發放
Chapter Four Evaluation and Transaction
第十一條國際處組織相關單位成立西南石油大學國際學生獎學金評審委員會（以下簡稱“評審委員會”），評定各類獎學金最終獲獎名單。
Article 11Office of International Affairs organizes relevant department to establish the international student scholarship evaluation committee of Southwest Petroleum University (hereinafter referred to as the "Evaluation Committee") to evaluate the final winners of different scholarships.
第十二條初審復核
國際學生獎學金初審工作由國際處負責組織實施，對國際學生提交的申請材料進行審核，并將審核結果及申請材料交評審委員會。
Article 12Office of International Affairs is responsible for organizing and implementing the preliminary examination of international students' scholarships, reviewing the application materials submitted by international students, and submitting the examination results and application materials to the Evaluation Committee.
第十三條年度考核
凡在校接受學歷教育年限超過一學年的獲獎國際學生，均須按規定參加獎學金年度考核。各學院結合實際，制定本學院年度考核方案和考核細則，對獲獎國際學生的學業成績、學習態度、考勤情況、行為表現和獎懲等情況進行綜合考核，考核合格者，方有資格繼續享受下一學年度獎學金。考核不合格者，從下一學年起將被中止或取消享受獎學金的資格，同時相關學院將書面情況說明報評審委員會。
Article 13Annual Evaluation
All award-winning international students who have received academic education for more than one year are required to take annual evaluation of scholarships. Based on the actual situation, each school formulates its annual evaluation plan and rules to comprehensively assess the academic performance, learning attitude, attendance, behavior, rewards and punishments of the international students. Only those who pass the annual evaluation are eligible to continue to have the next academic year's scholarship. Those who fail to pass annual evaluation will be suspended or disqualified from the scholarship from the next academic year. Meanwhile, the relevant school will submit a written statement to the Evaluation Committee.
第十四條評定和考核結果公示
（一）獎學金評定結果公示：國際處對獎學金評定結果進行公示，公示期間任何人對獎學金評定結果有異議者，可向評審委員會提出申訴，由評審委員會相關負責人對申訴內容進行解釋和答復。
（二）獎學金年度考核公示：各學院須對其獎學金年度考核結果進行公示，公示期間任何人對獎學金評審結果有異議者，可向學院提出申訴，由學院相關負責人對申訴內容進行解釋和答復，學院公示結束后，將公示結果報評審委員會，確定年度考核通過者名單。
Article 14（1）For publicity of scholarship evaluation results: the Office of International Affairs publicizes the scholarship evaluation results. During the publicity period, anyone who disagrees with the scholarship evaluation results can appeal to the Evaluation Committee, and the relevant staff in charge of the Evaluation Committee ought to explain and reply to the appeal.
（2）Annual evaluation publicity of scholarship: each school shall publicize its annual evaluation results of scholarship. During the publicity period, anyone who has any objection to the scholarship evaluation results can appeal to the school, and the relevant staff will explain and reply to the appeal. After the completion of publicity, school ought to report the publicity results to the Evaluation Committee.
第十五條政府類獎學金按照上級部門相關規定時間進行申報和評選。“留學SWPU南”獎學金原則上于每年9月30日前完成獎學金評定工作。
Article 15The Government scholarships should open and be carried out in accordance with the required time by the superior administration. Study in SWPU Scholarship will be completed before September 30th.
第十六條獎學金發放
（一）政府類獎學金發放按照相關管理辦法執行。獎學金獲獎名單確定后，由國際處將獲獎名單報財務處，有財務處統一發放。
（二）中途因各種原因辦理退學和開除學籍的學生，立即取消所有獎學金。
Article 16 Scholarship Transaction
（1）Government scholarships shall be granted in accordance with the relevant administrative regulation. After the award list is determined, Office of International Affairs will report the award list to the Finance Department, and the Finance Department will issue it uniformly.
（2）Students who drop out or are expelled from school due to various reasons will immediately cancel all scholarships.
第十七條申請政府類獎學金的學生需達到相應獎學金管理辦法中的申請條件。
Article 17Students who apply the government scholarships should meet the application condition of corresponding scholarship required in this Administration.
第十八條申請者需提供上一年度（或上一學期）考試成績單和相關院系推薦證明，以及各類論文發表證明、獲獎證書和導師推薦信。
Article 18Applicants need to provide the transcript of last academic year (or last term) and relevant school or department recommendation certificate, as well as paper publishing certificate, award certificate and supervisor’s recommendation letter.
第十九條各學院對獎學金評定結果進行公示，公示期間任何人對獎學金評審結果有異議者，可向學院提出申訴，由學院相關負責人對申訴內容進行解釋和答復。
Article 19Each school should publicize the scholarship assessment result. During the publicity period, anyone who disagrees with the result can file a complaint to the school, and the relevant head of the school should make explanation and reply to the complaint.
第二十條學院公示結束后，將最終結果交國際合作與交流處，由國際合作與交流處在學校校園網上公示所有獲獎學生名單。
Article 20After the publicity, the final result shall be submitted to the International Cooperation and Exchange Office who will publicize the scholarship winner list on the university website.
第二十一條校園網公示結束后，國際合作與交流處將獲獎學生名單上報學校，并向財務處提交獎學金發放申請，年度獎學金分每年10個月發放。
Article 21After the website publicity, the International Cooperation and Exchange Office will report the scholarship winner list to the university, and will also submit a scholarship granting application to the finance office. The scholarship will be paid monthly, ten months per year.
第二十二條獲獎國際學生將獲得西南石油大學頒發的相應獲獎證書及獎金。
Article 22International student winners will be granted with award certificates and scholarships by Southwest Petroleum University.
第五章 權利與義務
Chapter Five Rights and Obligations
第十七條凡符合獎學金申請條件的國際學生，有權申請參評獎學金，任何個人和組織不得違法干預。
Article 17Any international students who meet the scholarship application conditions shall have the right to apply the scholarship, and anyone and any organizations shall not interfere in it.
第十八條國際處和各學院可根據當年實際情況，對當年獎學金評定細則進行修改和調整。
Article 18Office of International Affairs and each school can modify and adjust the evaluation specifications of scholarships in accordance with the practical situation.
第十九條獲獎國際學生有義務配合和服從學校安排，參加學校教學、文體、藝術等相關活動。
Article 26 Scholarship students shall have the obligation to coordinate and comply with the arrangements of SWPU to participate in activities relevant to teaching, culture and sports, and arts.
第六章附 則
Chapter Six Supplementary Provisions
第二十條本獎學金管理辦法自2021級國際學生開始實施，同時取消2017-2020級“留學西南”國際學生獎學金。
Article 20The scholarship management regulations will be implemented from the 2021 international students, and 2017-2020 "study in southwest" International Student Scholarship will be canceled.
第二十一條西南石油大學國際學生獎學金管理辦法將根據有關政策定期進行適當調整。
Article 21The management of International Student Scholarship of Southwest Petroleum University will be adjusted regularly according to relevant policies.
第二十二條本辦法自簽發之日起開始實施， 原《西南石油大學國際學生獎學金管理辦法（暫行）》（西南石大外【2020】2號）同時廢止。
Article 22This Administration shall be implemented upon the signing and issuing date.The previous SWPU scholarship management (【2020】NO.2）shall be abolished at the same time.
第二十三條本辦法由西南石油大學國際處負責解釋。
Article 23Office of International Affairs is responsible for the interpretation of the management.
